(ENTMX) is pleased to provide Stockton Steel in Stockton, California with <br />this proposal to prepare a Spill Prevention Control and Countermeasure Plan (SPCC)_ The <br />SPCC; Plan is required by Federal EPA regulations (40CFR Part 112) which arc applicable to <br />Stockton Steel because it stores more than 1,320 gallons or oil (fuel and automotive fluids) in <br />aboveground storage tanks. <br />Pre <br />ENTRIX will prepare the SPCC Plan in accordance with the current applicable requirements <br />of 40 CFR 112, as revised effective July 17, 2002. Completion of the plan will involve the <br />following steps: <br />1- A detailed facility inspection by an ENTRLX representative experienced in SPCC Plan <br />preparation, to assess oil storage, handling and receiving/dispensing practices as well as <br />facility drainage, security, record keeping, etc_; <br />2. Preparation of suitable tank inspection, tank testing, employee training, and other SPCC <br />required programs, to the extent that such programs do not already exist. The tank testing <br />program, if required, will be in accordance with guidelines of the Steel Tank Institute. <br />3. Preparation of a draft SPCC Plan and diagrams based on the facility ins-pection; <br />4. Completion of the EPA Substantial Harm Criteria Checklist (For the oil quantities at <br />Stockton Steel this is a formality: It determines if a facility is required to have a Facility <br />Response Plan (FRP).
