Preparation of a final, P -E_ certified SPCC Plan after addressing; any questions or <br />comments from Stockton Steel. <br />6. HNTIUX will deliver one final Plan in a three ring binder, and one electronic copy on <br />CD. <br />The SPCC rule captures all oil containers larger than 55 -gallons. ENTRLX understands that <br />Stockton Steel has a 10,000 -gallon double walled aboveground diesel fuel storage tank, one <br />1.00 -gallon oil tank each for hydraulic and lubricating oil, and 55 -gallein drums for used oil_ <br />ENTRIX will also look for, and if found will include oil filled electrical transformers (greater <br />than 55 -gallons) and other potential oil containing cquipmcnt. <br />Tank inspection, tank testing, employee training, and other SPCC required programs <br />developed by ENTRIX would be limiLud to checklists and comparable forms for ease of use. <br />Stockton Steel would be responsible ibr proper implementation of these programs and <br />procedures. <br />Diagrams will include a facility plot plan and a vicinity map. The facility plot plan will show <br />the locations of bulk oil storage containers, C,11 spill. ri';tiponse equipment, and tank truck load <br />(used oil)/unload (fuels) areas It will also present surface drainage directions. The vicinity <br />map will show the facility location relative to area roads and freeways, and surface waters_ <br />If aspects of the facility or its operations are not in compliance with SPCC requirements, <br />ENTRIX will identify the deficiency and will offer options that could correct the deficiency. <br />The SPCC Plan will incorporate this information, and Stockton Steel would be required to <br />correct the deficiency in order to be in full compliance with the SPCC Rule. <br />This cost estimate assumes that all relevant data needed to complete the SPCC will be made <br />readily available to ENTKIX, Also, it is assumed that a Facility Response Plan (FRP) will <br />not be required. <br />LNTRI;X will take photographs of the facility, especially of oil storage and use areas. These <br />photos are only for internal ENTRLX use while preparing the SPCC Plan. Photos will not be <br />included in the SPCC Plan_ <br />Peter Hendricks will a.ct as Project Manager and lead engineer. He is a registered chemical <br />engineer in California, Washington and Nevada with over twenty years of experience on oil - <br />related projects. Mr. Hendricks applies his oil industry experience and pollution prevention <br />specialization to the preparation of Spill Prevention, Control and Countermeasure Plans <br />(SPCC'. Plans). He is the certifying engineer on over 300 current SPCC Plans for facilities <br />ranging from vehicle service centers to oil refineries. He has participated with clients in <br />preparation for and assistance during EPA SPCC inspections, and has implemented SPCC <br />Plans in all EPA Regions and in over 40 states. <br />
