The training program and records were not available on site at the time of inspection. According to <br /> the facility contact, the training documents were removed from the site for updating. Facility personnel <br /> shall complete a training program that teaches them to perform their duties in a way that ensures the <br /> facility's compliance with Title 22 regulations. This program shall be directed by a person trained in <br /> hazardous waste management procedures and shall include the following.. <br /> - hazardous waste management procedures relevant to the positions in which they are employed <br /> - contingency plan implementation <br /> - emergency procedures, equipment, and systems <br /> - key parameters for automatic waste feed cut-off systems <br /> - communications or alarm systems <br /> - response to fire, explosion, or groundwater contamination incident <br /> - shut down of operations <br /> The training program shall be completed by each employee within six months of hire, prior to <br /> unsupervised work, and shall be reviewed annually. Training records shall be maintained on site until <br /> closure of the facility and shall include: <br /> - name &job title of each employee <br /> - written job description for each job title listed, including requisite skill/education/qualifications/duties <br /> - description of training to be given to each job title, both initially and as an annual refresher <br /> - records that training was completed for each employee <br /> Immediately prepare and implement a complete hazardous waste management training program for this <br /> facility in accordance with Title 22 regulations and ensure that all employees complete this training within <br /> six months of hire and at least annually thereafter. Submit a copy of the updated training records to the <br /> EHD by July 25, 2012. <br /> REPEAT VIOLATION <br /> 601. Two 55 gallon blue poly drums of used antifreeze were observed in the hazardous waste storage <br /> area with accumulation start dates of February 14, 2012. Facilities who generate 1000 kg or more of <br /> hazardous waste per month and or exceed 6000 kg of waste stored on site at any time may not store <br /> waste on site for longer than 90 days. Immediately contact a licensed hazardous waste hauler to <br /> dispose of this waste under manifest and submit a copy of the manifest to the EHD by July 25, 2012. <br /> 605. Two 55 gallon blue poly drums of used antifreeze and a 55 gallon black steel drum of spent <br /> absorbent were observed in the hazardous waste storage area without a hazardous property. Two 220 <br /> gallon totes of used oil were observed on the outer west side of the building without a hazardous <br /> property. All hazardous waste containers shall be marked with the following information.. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector.
