facility at least 30 days prior to the date of the transfer. <br /> Furthermore, before transferring ownership or operation of this <br /> facility during its operating life, the owner or operator shall <br /> notify the new owner or operator in writing of the requirements of <br /> this permit and the permitting process. A copy of this notification <br /> shall be submitted to the Department. <br /> 10. Records <br /> (a) The owner or operator shall maintain at his place of business <br /> and at the facility, until closure is completed and certified <br /> by an independent registered engineer in California so as to <br /> be available at all times to operating personnel, the following <br /> documents and amendments, revisions and modifications to <br /> these documents: <br /> (1) Operation Plan. <br /> (2) Personnel Training Documents and Records. <br /> (3) Cost Estimate for Facility Closure. <br /> (4) Operating Record. <br /> (5) Inspection Schedules. <br /> All amendments, revisions, and modifications to any plan or <br /> cost estimates required by this permit shall be subject to <br /> the approval of the Department. <br /> (b) The owner or operator shall maintain a copy of this permit at <br /> his place of business and at the facility so as to be avail- <br /> able at all times to operating personnel. <br /> (c) Operating Record <br /> (1) The owner or operator shall keep a written operating <br /> record at the facility. <br /> The following information shall be recorded, as it <br /> becomes available, and maintained in the operating <br /> record until closure of the facility: <br /> (i) All manifests; <br /> (ii) The location of each hazardous waste within the <br /> facility and the quantity at each location.
