WASTE DISCHARGE REQUIREMENTS <br /> MC CORMICK AND BAXTER CREOSOTING COMPANY <br /> SAN JOAQUIN COUNTY <br /> 10. The discharge shall not cause a surface water temperature rise greater <br /> than 4 Fahrenheit degrees above the natural temperature of the receiving <br /> waters any time or place. <br /> F. Provisions: <br /> 1. Neither the discharge nor its treatment shall create a nuisance as <br /> defined in Section 13050 of the California Water Code. <br /> 2. The requirements prescribed by this Order supersede the requirements <br /> prescribed by Order No. 74-407 adopted by the. Board on 23 August 1974, <br /> which is hereby rescinded. <br /> 3. The discharger shall comply with all items of the attached "Standard <br /> Provisions and Reporting Requirements" dated 21 September 1979. <br /> 4. The discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 80-056 as ordered by the Executive Officer. <br /> 5. The discharger shall submit to the Board within 90 days of the effec- <br /> tive date of this Order a Spill Prevention Control and Counter <br /> Measure (SPCC) Plan. A copy of the Plan shall be maintained at <br /> the plant and at least supervisory personnel shall be familiar with <br /> the contents of the Plan. <br /> The SPCC Plan shall contain at least the following: <br /> a. Identify all possible sources of accidental loss or contaminated <br /> drainage; loading and storage areas, power outage, and failure <br /> of pumps, tanks, and pipes should be considered. <br /> b. Measures to prevent or contain any spill on company property. <br /> c. Measures to contain and cleanup spills that may drain off <br /> company property. <br /> d. Describe facilities, equipment, and procedures needed for <br /> effective prevention and cleanup activities. <br /> e. Predict the effectiveness of the proposed facilities and procedures <br /> and provide an implementation schedule containing interim and final <br /> dates when they will be constructed, implemented, or operational. <br /> (Reference: Section 13267(b) and 13263, California Water Code). <br /> f. Emergency notification procedures to include the telephone num- <br /> bers of this Board, and the San Joaquin Local Health District. <br /> ,Amended FOM/gs 5/3Q/8Q 5 - <br />
