CA0004472 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> McCORMICK AND BAXTER CREOSOTING C011PAIdY <br /> SAN JOAQUIN COU14TY - <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) , finds that: <br /> 1. McCormick and Baxter Creosoting Company submitted a report of waste discharge, <br /> Corps of Engineers No. 075-OYR-2000174, dated 23 September 1971. <br /> 2. McCormick and Baxter Creosoting Company proposes to discharge an average of 0.41 <br /> million gallons per day of waste cooling water and boiler blowdown into Mormon <br /> Slough, tributary to the San Joaquin River, a water of the United States. Dis- <br /> charge 001 consists of a maximum of 252,000 gallons per day of cooling water from <br /> a creosoting operation and 2,500 gallons per day of boiler blowdown. Discharge <br /> 002 consists of a maximum of 200,000 gallons per day of cooling water from a <br /> cellon wood treating operation. Discharges 003, 004, and 005 are storm drains. <br /> All discharges are located in the southwest 1/4 of Section 10 (projected) , T1N, <br /> R6E, MDB&M. <br /> 3. McCormick and Baxter Creosoting Company proposes to discharge an average of 2,000 <br /> gallons per month of process wastes and washwater to holding ponds located on the <br /> plant site. Wastewater in the holding ponds is periodically pumped into tank <br /> trucks and disposed of at a suitable site. <br /> 4. Beneficial uses of Mormon Slough and the San Joaquin River are: domestic, munic- <br /> ipal, agricultural, and industrial supply; recreation; esthetic enjoyment; naviga- <br /> tion; and preservation and enhancement of fish, wildlife, and other aquatic re- <br /> sources. <br /> 5. The Board on 15 June 1971, adopted the Interim Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin. The Interim Basin Plan contains water quality <br /> objectives for the San Joaquin River. <br /> 6. Effluent limitation, national standards of performance, and toxic and pretreatment <br /> effluent standards established pursuant to Sections 301, 302, 303(d), 304, and 307 <br /> of the Federal Water Pollution Control Act .and amendments thereto are applicable <br /> to the discharge. <br /> 7. The discharge from McCormick and Baxter Creosoting Company is presently governed <br /> by waste discharge requirements adopted by the Board on 23 April 1965 in Resolution <br /> No. 65-44. <br /> 8. The Board has notified the discharger and interested agencies and persons of its <br /> intent to prescribe revised waste discharge requirements for this discharge and <br /> has provided them with an opportunity for a public hearing and an opportunity to <br /> submit their written views and recommendations. <br />
