McCORMICK AND BAXTER CREOSOTING COMPANY <br /> SAN JOAQUIN COUNTY <br /> 9. The Board in a public meeting heard and considered all comments pertaining to <br /> the discharge. <br /> 10. This Order shall serve as a National Pollutant Discharge Elimination System <br /> permit pursuant to Section 402 of the Federal Water Pollution Control Act, or <br /> amendments thereto, and shall take effect ten days from the date of hearing <br /> provided the Regional Administrator has no objections. <br /> IT IS HEREBY ORDERED, McCormick and Baxter Creosoting Company, in order to meet the <br /> provisions contained in Division 7 of the California Water Code and regulations adopted <br /> thereunder and the provisions of the Federal Water Pollution Control Act and regulations <br /> and guidelines adopted thereunder, shall comply with the following: <br /> A. Effluent Limitations, Discharge 001: <br /> 1. The discharge shall not contain constituents in excess of the following limits: <br /> 30-Day Daily <br /> Constituents Units Average Maximum <br /> Arsenic mg/l 0.05 0.1 <br /> lbs/day 0.1 0.2 <br /> Copper mg/l 0.05 0.1 <br /> lbs/day 0.1 0.2 <br /> Phenols mg/l -- 0.01 <br /> lbs/day -- 0.02 <br /> Oil and Grease mg/l -- 10. <br /> lbs/day -- 21. <br /> 2. The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> 3. The maximum daily dry weather discharge shall not exceed 255,000 gallons. <br /> 4. The discharger shall use the best practicable cost effective control <br /> technique currently available to limit mineralization to no more than a <br /> reasonable increment. <br /> 5. The maximum temperature of the discharge shall not exceed the ambient temper- <br /> ature of Mormon Slough by more than 20°F. <br /> 6. The discharge shall not contain toxic materials in concentrations detrimental <br /> to human, plant, animal, bird, or fish life. <br /> B. Effluent Limitations, Discharge 002: <br /> 1.
