Failed to mark/ label container storing aerosol cans. Failed to store used aerosol <br />cans in a closed structurally sound container. Failed to develop and implement a written operating <br />procedure detailing the processing of aerosol cans and failed to submit complete notification prior to <br />processing aerosol cans. Per Ravinder, when an aerosol can is empty, the employees would use a <br />styrofoam blocks to hold the can and a long metal prying tool to puncture a hole in the can. Adjacent to <br />the diesel tank is a half of a 55 gallon drum cut open longwise which employees would place scrap <br />metals including punctured aerosol cans. It is unclear if this puncturing procedure would prevent fire, <br />explosions and any unauthorized release of universal waste to the environment. Facility's container in <br />which aerosol cans are stored in is not a closed, structurally sound nor properly labeled container There <br />is no equipment unit used to process universal waste aerosol cans. There was no written operating <br />procedures to review how employees are puncturing their cans. It is unclear what happens to any waste <br />residues from these punctured aerosol cans. It is unclear if the universal waste handler has a training <br />program for the employees to be familiar with procedures for sorting, processing aerosol cans and be <br />educated about waste handling and emergency procedures. EHD has not received any written <br />notification how the handler is processing universal waste aerosol cans. <br />Submit to SJC EHD within 30 days (08/09/2012): <br />1. one copy of the completed "Return to Compliance Certification" form <br />2. a written corrective action statement for each of the above violations <br />3. requested/ supporting documetation <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Thuy Tran (209) 468-8257 <br />Received By: <br />N "� <br />Title: <br />EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
