MW San Joaquin County `W
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.s*qov.or_q/ehd
Facility Name: Facility Address:
SIMPSON STRONG -TIE CO 5151 S Airport
Item #
Date:
October 27. 2015
CCR 66266.130 Failed to properly manage used oil and fuel filters.
Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of
lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters
for the last three years, maintain them on site, and submit copies to the EHD.
This is a minor violation.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, 30 days from receipt of the final inspection report. A checklist of findings was left onsite at the time of
inspection, the full report was mailed to the facility on November 9, 2015.
Based on the available onsite records, this facility generated approximately 38.4 tons of hazardous waste
between June and September of 2015, and as such will be reassigned to an appropriate hazardous waste
generator category.
Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information
online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov. Be sure to include
your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant
activities and required fields.
Notes:
The following minor violations were corrected onsite at the time of inspection:
1) One open 55 -gallon container was located on the main production floor (adjacent to the paint booth). All
hazardous waste containers shall be closed at all times except when adding or removing waste. Ensure that all
hazardous waste containers are maintained closed. This container was closed at the time of inspection.
2) On the day of the inspection, metal sludge was removed from the bottom of the onsite parts washer and
placed inside an open metal recycling container located in the "tooling" area. Any person who generates a waste
shall determine if the waste is a hazardous waste. When the metal sludge and the residual pooling liquid (also
noted inside the metal recycling container) were pointed out to Mr. Olney, he indicated that it's a hazardous waste
and it should be placed onto their hazardous waste container, as such at the time of inspection, all metal sludge
and all the observed liquid were removed from the metal recycling container and placed into a properly labeled
onsite hazardous waste container located in the "tooling area".
3) Five metal cutting machines were noted in the "tooling area", these machines had small open unlabeled bins
attached to each of the machines into which the filter fabric coated with metal fines would roll off during metal
cutting. All hazardous waste containers shall be closed at all times except when adding or removing waste. All the
metal covered filter fabric was placed into the properly labeled hazardous waste container located in the "tooling
area".
Received by \Inspector: Phone: Date:
(initial): 'JI 1 ELENA MANZO, Senior REHS C ,t (209) 953-7699 1 10/27/2015
MOO t Page
