m <br /> IV. BACKGROUND: <br /> Department of Health Services, Toxic Substances Control <br /> Division (DHS) identified DPI as a hazardous waste generator <br /> in 1986. Lorna Dobrovolny of DHS inspected DPI on October <br /> 8, 1986 and the following violations were identified: <br /> 1. Section 66508 (c) , Title 22, California Code of <br /> Regulations (CCR) . DPI was storing hazardous wastes <br /> in containers without hazardous waste labels. <br /> 2. Section 66493, Title 22, CCR. DPI had not submitted <br /> a Biennial Report to DHS. <br /> 3. Section 67105, Title 22, CCR. DPI had not initiated <br /> a training program. <br /> 4. Section 67141, Title 22, CCR. The contingency plan <br /> did not fulfill DHS requirements. <br /> 5. Section 67243, Title 22, CCR. DPI was storing <br /> hazardous waste in open containers. <br /> 6. Section 66371, Title 22, CCR. DPI was operating a <br /> treatment facility without a permit from DHS. <br /> 7. Section 67261 and 67106 (b) , Title 22, CCR. DPI was <br /> allowing waste cyanide and acids (hyrdochloric and <br /> nitric) to drain into a common sump which falls under <br /> the Title 22 definition of a tank. <br /> l6 <br /> On , , the facility was inspected by <br /> Letitia Briggs, Senior R.E.H.S. and Pam Violett, R.E.H.S. <br /> for compliance, and the subsequent Inspection Report and <br /> Report of Violations were placed in the file. <br /> V. GENERAL DESCRIPTION OF FACILITY: <br /> DPI has been located at 818 S. Stanislaus Street in <br /> Stockton for approximately 18 years on three adjacent <br /> 150' X 100' parcels. DPI is an electroplating operation <br /> which restores metal finish on automobile bumpers and <br /> parts. <br /> VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> DPI generates wastewater from its plating process. The <br /> wastewater goes through a pre-treatment system to treat <br /> the rinsewater from both the plating and process baths. <br /> 2 <br />
