generator in 1986. Lorna Dobrovolny of DHS inspected DPI on <br /> October 8, 1986 and the following violations were identified: <br /> 1. Section 66508 (c) , Title 22, California Code of <br /> Regulations (CCR) . DPI was storing hazardous wastes in <br /> containers without hazardous waste labels. <br /> 2. Section 66493, Title 22, CCR. DPI had not submitted a <br /> Biennial Report to DHS. <br /> 3 . Section 67105, Title 22, CCR. DPI had not initiated a <br /> training program. <br /> 4. Section 67141, Title 22, CCR. The contingency plan did <br /> not fulfill DHS requirements. <br /> 5. Section 67243, Title 22 , CCR. DPI was storing hazardous <br /> waste in open containers. <br /> 6. Section 66371, Title 22, CCR. DPI was operating a <br /> treatment facility without a permit from DHS. <br /> 7. Section 67261 & 67106 (b) , Title 22, CCR. DPI was <br /> allowing waste cyanide and acids (hydrochloric and <br /> nitric) to drain into a common sump which falls under the <br /> Title 22 , definition of a tank. <br /> V. GENERAL DESCRIPTION OF FACILITY: <br /> DPI has been located at 818 S. Stanislaus Street in Stockton <br /> for approximately 18 years, on three adjacent 1501 x 1001 <br /> parcels. DPI is an electroplating operation restoring metal <br /> finish on automobile bumpers and parts. <br /> VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> DPI generates wastewater from its plating process. The waste <br /> water goes through a pre-treatment system to treat the rinse <br /> water from both the plating and process baths. The pre- <br /> treatment process is performed to reduce the metal content and <br /> to adjust the pH to remove cyanide before discharging into the <br /> sewer system. DPI has a waste waster discharge permit from the <br /> City of Stockton. <br /> DPI generates filter cake from it's solidification of sludge <br /> during the dewatering filter press process. DPI manifested <br /> 7. 3 tons of filter press cake in 1989. The filter cake was <br /> hauled as hazardous waste by Haz Control, 731 Renx Lane, <br /> Gilroy, California, 95020 to Cypress Miami Mines in <br /> Inspiration Arizona. <br />
