City of Stockton Municipal Utilities runs periodic <br /> tests on DPI 's wastewater discharge to confirm discharge <br /> permit requirement compliance. <br /> The next stop was the sludge dewatering operation. The sludge <br /> is put into a filter press which separates the sludge into <br /> filter cake to be shipped as hazardous waste and waste water <br /> for discharge. One man performs this operation. In the area <br /> the sludge was dewatered there was a large container of sludge <br /> with water that was not labeled or covered. <br /> The filter cake is stored in 55 gallon drums with no labels <br /> and no lids. Suspended above the drums was one label which <br /> Mr. Baker indicated was for all the drums. Carol Oz and I <br /> explained that one sign was not sufficient each drum needed a <br /> proper hazardous waste label and a lid to cover each drum. <br /> IX. DISCUSSION WITH MANAGEMENT <br /> Mr. Baker, Carol Oz and myself exited to the outside of the <br /> building.
