-- --------- -- -------- k9 KLEINFELDER <br /> 1 INTRODUCTION & SUMMARY <br /> This document presents Kleinfelder's Draft Preliminary Endangerment Assessment <br /> (PEA) Workplan for the Delta Plating facility located at 818 S. Stanislaus Street in <br /> Stockton, California (Plate 1 and 2, Appendix A). It is Kleinfelder°s understanding that <br /> Delta Plating Inc. has signed a Corrective Action Consent Agreement with the <br /> Department of Toxic Substances Control (DTSC). The Docket Number is <br /> SRPD04/05SCC-4324 and the EPA ID Number is CAD068845254. <br /> This workplan was prepared and the proposed investigation will be conducted in <br /> accordance with the general guidelines of the Cal/EPA DTSC Preliminary <br /> Endangerment Assessment Guidance Manual (January 1994, second printing June <br /> 1999). <br /> DTSC performed a Phase I Assessment "Checklist Verification Inspection" of the site <br /> on May 20, 2004. The findings are presented in a document titled "Phase I <br /> Assessment; Delta Plating, Inc., Stockton, California 95206 EPA ID Number <br /> CAD068845254", dated June 22, 2004. The primary Areas of Concern (AOC) to be <br /> addressed were identified as the Main Plating Room and Wastewater Treatment Area. <br /> The Constituents of Potential Concern (COPC) were identified as acids/bases, <br /> chromium III, Chromium VI, nickel, copper, cyanide and aluminum. <br /> 1.1. SUMMARY OF BACKGROUND INFORMATION <br /> The following background information was primarily derived from DTSCs inspection <br /> conducted on May 20, 2004 and site observations by Kleinfelder. Delta Plating includes <br /> approximately eight buildings on 0.56 acres in a commercial setting located at 818 <br /> Stanislaus Street. The Atchinson Topeka and Santa Fe Railroad border the site to the <br /> north, residential housing to the south, Stanislaus Street and commercial/industrial area <br /> to the west and a vacant field to the east. <br /> Primary activities at the site was reported as repairing damaged bumpers followed by <br /> chrome plating. Plating operations have occurred at the site for approximately the past <br /> 30 years since approximately April of 1974. The site stopped operations in 2005. The <br /> main plating room (Plate 2) is approximately 50 by 30 feet with concrete flooring and <br /> contained approximately 21 bath tanks using various metals including acids/bases, <br /> Chromium VI, nickel, copper, cyanide, rinse tanks, and former hazardous storage area. <br /> A wastewater treatment area is located north of the plating room receiving waste water <br /> from the plating operations. This area is located on concrete with both plastic lined <br /> concrete vaults and above ground storage tanks (ASTs). Secondary containment was <br /> generally noted or reported with the ASTs and process equipment. Treatment <br /> equipment included clarifiers, filter press, holding tanks, acid pH adjustment tanks, <br /> sodium hypochlorite tanks, sodium metabisulfite tank, polymer tanks, batch tanks, and <br /> 57252.T02/ST05R999/DH:ly Page 1 of 29 <br /> ©2005 Kleinfelder, Inc.
