DATA COLLECTION AND EVALUATION <br /> Based on correspondence between Delta Plating, DISC and Kleinfelder the following <br /> services are proposed: <br /> • Prepare a Preliminary Endangerment Assessment Workplan which addresses <br /> the two primary AOC (Plating Room and Treatment Area) and COPC noted by <br /> DTSC and Kleinfelder (acids/bases, chromium III, Chromium VI, nickel, copper, <br /> cyanide and aluminum); <br /> • Review of DTSC comments on this draft workplan and prepare an addendum to <br /> the workplan as necessary; <br /> • Collect surface and subsurface samples in the two AOC at the site; <br /> • Perform laboratory analyses for the COPC and evaluate data; <br /> • Prepare a human health and ecological risk screening; <br /> • Prepare a PEA report; and <br /> • Attend meetings. <br /> This sampling and analysis program will be conducted to evaluate the potential <br /> presence of said heavy metals, acids and bases (pH) in shallow and subsurface soil <br /> beneath the site in the two noted AOC. Background soil samples will be collected along <br /> the edges of the property in areas of same soil type at the greatest practical distance <br /> from the two AOC. The background soil sampling data will be used for comparison with <br /> metals and pH values detected from soil samples collected in the two AOC at the site. <br /> The scope of work for field collection and laboratory analyses is described in detail in <br /> the Field Sampling and Analysis Plan (FSP) presented in Chapter 6 of this report. <br /> 1.3. HUMAN HEALTH AND ECOLOGICAL SCREENING EVALUATION <br /> The presence of heavy metal contaminants is suspected based on the history of the <br /> site and has been referenced by DTSC in regards to a citation for violation of illegal <br /> disposal of plating bath solution onto the ground surface by the San Joaquin County <br /> Environmental Health Department (SJC/EHD). At this time, the specific spill area is <br /> unknown and assumed to be in the Plating Room. If concentrations are reported above <br /> the laboratory method detection limits, (or above background for metals) a human <br /> health and ecological screening evaluation will be performed.
