INTRODUCTION
HK2, Inc./S.EMCO was contracted by RMC Lonestar to remove one 7,000 gallon, single-walled
steel, underground diesel storage tank (UST) from the RMC Lonestar facility at 30350 South
Tracy Boulevard in Tracy, California. Figure 1 shows the site location. Figure 2 is a site plan.
Regulatory permits are in Appendix A.
FIELD ACTIVITIES
On May 19, 1998, HK2 removed the soil surrounding the UST and stockpiled it onsite,
disconnected product piping, pumped the residual fluid From the tank into 55-gallon drulris, rinsed
the tank with a pressure washer, pumped the rinse water into 55-gallon drums, and directed
Thompson Crane Service to remove the tank under the supervision of Mr. Steve Sasson of the
San Joaquin County Environmental Health Division (SJCEHD). Clearwater Environmental
Management pumped the fluid from the drums into a pump truck and transported the waste liquid
(approximately 165 gallons) to the Alviso Independent Oil facility in Alviso, California. The tank
was transported as scrap material to the Modesto Junk disposal facility in Modesto, California. A
copy of the waste manifest and SJCEHD UST Tracking Record is in Appendix B.
Mr. Sasson directed North State Environmental (NSE; state certified laboratory/consultant) to
collect two soil samples beneath each end of the UST at approximately 15 and 17 feet below
grade (fbg) and three discrete samples from the excavated soil stockpiled onsite. The location of
the samples collected beneath the former UST is shown in Figure 2. The samples were labeled,
placed in an iced cooler, and submitted under chain of custody to NSE. The samples were
analyzed for total petroleum hydrocarbons as diesel (TPH-D, Modified EPA Method 8015) and
benzene, toluene, ethylbenzene, and total xylenes (BTEX; EPA Method 8020). Appendix C
contains a copy of the laboratory report and chain of custody record.
The excavation was barricaded after the samples were collected. RMC Lonestar will backfill the
excavation in accordance with the S.ICEHD Backfill Excavation Certificate.
98-0 111 UST Rpt ( HK2, Inc./SEMCO
