SITE SPECIFIC HEALTH AND SAFETY PLAN <br /> FOR UST REMOVAL OPERATIONS <br /> RMC LONESTAR <br /> TRACY,CA <br /> This plan must be completed prior to the initiation of assessment and remedial operations. All personnel <br /> associated with this project must be certified according to CFR 1910.120(e)requirements relating to <br /> hazardous materials safety. All personnel performing field work for this project are to read this plan <br /> prior tho the start of field work. A copy of this plan will be accessible to all personnel during the field <br /> operations. The individual responsible for site safety is Scott Vickers,Project Manager at RAH <br /> Environmental,Incorporated. <br /> 1. Protect Name <br /> RMC Lonestar- RAH Project# 1545 <br /> 2. Project Location <br /> 30350 S. Tracy Blvd. <br /> Tracy, CA 95376 <br /> 3. Site Description <br /> The site is a concrete batch plant and quarry located between MacArthur Blvd. and Tracy Blvd. <br /> The 5,000 gallon underground emulsion storage tank to be removed is located immediately to the <br /> west of the concrete batch plant. <br /> 4. Project Personnel <br /> Project Manager: Mr. Scott Vickers <br /> Equipment Operator: To Be Determined <br /> 5. UST Removal Plan <br /> Prior to any work being performed on the site,Underground Service Alert will be notified so that <br /> utilities can be located and marked. The tank will be exposed and the excavation spoils will be <br /> stockpiled on and covered with 6 mil visqueen plastic. A maximum of seventy-five gallons of <br /> residual asphalt emulsion will be pumped from the tank into drums using an air actuated double <br /> diaphragm pump. The residual emulsion will be transported to a licensed, permitted,treatment <br /> storage and disposal facility. Approximately 150 pounds of dry ice will be added to the tank to <br /> reduce the oxygen and LEL levels. The tank atmosphere will be checked with an 02/LEL meter <br /> to confirm that flammable vapors and oxygen have been removed. Once this is confirmed,the <br /> tank will be removed from the excavation, loaded onto a flatbed truck and transported under <br /> hazardous waste manifest to ECI in Richmond for recycling. In the event that visibly <br /> contaminated soil is encountered,the contaminated soil will be segregated, stockpiled on,and <br /> covered with 6 mil visqueen. <br />
