E
The following paragraphs of this HSP describe the activities necessary to complete the tank
removal.
Preliminary Activities
Prior to tank removal, underground utilities including fuel, electrical, sewer, water lines -
and any other buried features that may impact the tank removal will be identified. Surface
features such as valve boxes, manholes, trench scars, pumping stations and markings from
previous utility location service and geophysical investigations will be noted. PRC will
coordinate personnel for traffic restrictions and site control. A list of anticipated sampling and
removal personnel will be provided to the Navy in order to arrange site access.
No chemical hazard is anticipated during this task. Personnel should be aware of possible
physical hazards described on Page 10 of this HSP.
Tank and Piping Removal
The tasks required include uncovering tank top and pipe emptying; tank purging; soil
excavation; pipe removal; and tank removal. Prior to removal, site will be characterized and
exclusion zone will be delineated. The soil covering the tank top will be removed with a backhoe
and stockpiled on plastic sheeting. This soil will be covered with plastic sheeting once excavation
of the tank top is complete. The surface material covering the top of the tank will be removed and
stockpiled on plastic next to the excavation pit.
The hazard associated with this task includes possible contact with contaminated soil.
Personnel will wear appropriate personnel protective equipment to prevent skin contact with and
inhalation of contaminants. Physical hazards typical for construction activities are described on
Page 10.
Tank and Pine Emptying
The UST will be empty at the time of removal. However, if any waste is found in the
tank, it will be pumped out. All piping will be flushed and drained. Small quantities of sludge
remaining in the tank after pumping may be transported off-site with the tank under proper
manifest by a licensed tank hauler to a permitted disposal site.
A-2
