PRC personnel stopped the work, covered the excavation with visqueen, and secured the site. <br />Approximately 2,700 gallons of water mixed with fuel were then pumped from the tank and <br />transported by Dillard Trucking, Inc. to Gibson Oil and Refining Co., Inc. of Bakersfield, California <br />(Appendix A, Photo 3). The manifest and disposal documentation is presented in Appendix B. The <br />site was then secured and gated. Barrier tape and caution cones were placed around the perimeter of <br />the site. The following day, Riedel Environmental covered the excavation with two 2 -inch thick <br />metal plates. <br />The field activities were reassessed by the Navy, San Joaquin County Public Health Services, <br />Environmental Health Division, and PRC and a decision to conduct the work in Level C was reached <br />on April 13, 1992. Work resumed on April 20, 1992. <br />PID readings were 0.0 ppm when the metal plates were removed. Early on the morning of <br />April 20, 1992, it was discovered that the tank had again filled with liquid to a level of approximately <br />47 inches from the bottom of the tank. The source of the additional amount of liquid is unknown. <br />Liquid was pumped out of the tank using a 2 -inch hose. Excavation activities commenced on the <br />south side of the tank. Precautions were taken not to disturb the adjacent tanks, especially during <br />excavation of additional soils material on the south side of tank 81713-2. The tank was loosened from <br />1 its cement pad by breaking the three, equally -spaced metal cable tie downs. The metal cables were <br />fastened to a concrete tank pad, which was not disturbed or destroyed. According to Navy personnel <br />the concrete pad continues under the adjacent tanks to the north. The tank and associated pipes were <br />rinsed with water and the rinsate removed from the tank with the vacuum truck (Appendix A, Photo <br />4). Approximately 2,280 gallons of rinsate and fuel mixture was manifested and transported off site <br />by Dillard Trucking, Inc. for disposal at Gibson Oil and Refining Co., Inc. of Bakersfield, <br />California. Fluid hauling manifest and disposal documentation is presented in Appendix B. <br />One hundred fifty pounds of dry ice were placed inside the tank to inert the tank and lower <br />the explosive limit to acceptable levels prior to tank removal. In addition to vapor displacement, the <br />atmosphere inside the tank was verified with an explosimeter to be nonexplosive. The tank was then <br />removed from the excavation with the excavator, manifested, and hauled off site by Dillard Trucking, <br />Inc. to Erickson, Inc. in Richmond, California (Appendix A, Photo 7). The tank was destroyed by <br />Erickson, Inc. by cutting it open and processing it. The certificate of destruction is included in <br />Appendix B.
