The Contractor further agrees that such <br />release shall discharge the Government, including its officers, agents, and <br />employees, from any further claims, including, but not limited to, further <br />claims arising out of delays and/or disruptions caused by the aforesaid <br />change. <br />1.15 CHANGES BOARD AND ESTIMATES: In determining any equitable adjustment <br />under the "Changes" clause, the officer in Charge of Construction will, in <br />those instances where the adjustment is estimated by the Officer in Charge of <br />Construction to be $50,000 or more, convene and give full consideration to <br />the report of an advisory board of three members, consisting of two <br />Government representatives appointed by the Officer in Charge of Construction <br />and one representative appointed by the Contractor. This board shall report <br />to the officer in Charge of Construction the amount of the change in <br />cost, time, or both, resulting from the ordered change. In making all <br />equitable adjustments under the "Changes" clause, compensation for additions <br />will be based upon estimated costs at the time the work is performed, and <br />credit for deductions will be based upon estimated costs at the time the <br />contract was made. In arriving at the amount of the change in price, if any, <br />allowance may be made for profit, overhead and general expenses, plant <br />rental, and other similar items. <br />1.16 AS -BUILT RECORDS: <br />1.16.1 As -Built Drawings: Maintain at the jobsite two sets of full-size <br />contract drawings marked to show any deviations which have been made from the <br />contract drawings, including buried or concealed construction and utility <br />features revealed during the course of construction. Record the horizontal <br />and vertical location of all buried utilities that differ from the contract <br />drawings. These drawings shall be available for review by the Contracting <br />Officer at all times. Upon completion of the work, deliver the marked sets <br />of prints to the Contracting Officer. Requests for partial payments will not <br />be approved if the marked prints are not current, and request for final <br />payment will not be approved until the marked prints are delivered to <br />the Contracting officer. <br />1.16.2 As -Built Record of Materials: A record of the materials used is not <br />required. <br />1.17 PROPOSED MATERIAL SUBMITTALS, CATALOG DATA AND SAMPLES: <br />(a) Proposed material submittals required of the Contractor shall be <br />made allowing sufficient time for processing, reviews, approval and <br />procurement before the Contractor is ready to use the material. No material <br />shall be used prior to written approval. Submittals shall be prepared and <br />assembled as follows: <br />(1) Submit seven copies of each submittal. <br />(2) Present all submittals for each specification section as a <br />complete bound volume, titled with project title and contract <br />number. <br />
