• <br />PRC RESPONSE TO SAN JOAQUIN C ' <br />1, <br />PUBLIC HEALTH SERVICES COMM, ' <br />ON NCS STOCKTON TANK CLOSURE PL <br />The following are responses to comments provided by Pam Violett (dated December 2, 1991). <br />For the convenience of the reader, the San Joaquin County comments are repeated in bold print. <br />PRC's response follows each comment. <br />1) An EPA ID# must be obtained and submitted. <br />The NCS Stockton EPA ID No. is CAD2170024382. <br />2) If the contractor removing the tank is to be Reidel Environmental, please submit their <br />complete address, phone number, CA license number, worker's compensation carrier, and <br />their workers compensation account number. <br />The tank removal contractor is to be the following: <br />Riedel Environmental Services, Inc. <br />4138 Lakeside Drive, Richmond, CA 94806 <br />Contractors License No. 483436, Classification C57 A HAZ, Expires 11/30/93 <br />Workers Compensation Carrier is CIGNA Property and Casualty Insurance Co. <br />Policy No. CCS -C3680779-9 effective date 4/1/91 to 4/2/92 <br />3) State which fire district this area falls under, i.e. does NAVCOM have an onsite fire <br />jurisdiction, or will City of Stockton fire district be utilized, if the latter is correct you <br />will need to obtain a permit from them. <br />NAVCOM has onsite fire jurisdiction. The contact at the fire station is Mr. Norm Baker. <br />4) Submit the name of the State certified laboratory to be utilized for the analysis of the <br />samples and who will be performing the sampling. <br />The state certified laboratory to be utilized is the following: <br />Chem West Analytical Laboratory <br />600 W North Market Blvd. <br />Sacramento, CA 95834 <br />(916) 923-0840 <br />Representatives of PRC will perform soil and ground -water sampling. <br />5) Samples are to be analyzed for leaded gas constituents including TPH-G, BTX & E, <br />EDB, and Total Lead (not Tetraethyl lead as stated in the closure proposal). Please state <br />in writing that this is your understanding. <br />The text of the Tank Closure Plan will be modified to reflect the change from TEL to total lead. <br />6) Please state in writing that samples will be obtained 2 - 4 feet beneath the tank's or <br />piping invert. Please note: All other samples taken, other than those required for the <br />tank removal, must be authorized by Diane Hinson who is overseeing the overexcavation <br />part of this project. <br />ENCLOSURE00 <br />
