RMC LONESTARA
6601 Koll Center Parkway
P.O. Box 5252
Pleasanton, CA 94566
(415) 426-8787
July 13 , 1989
Mr. William Snavely
San Joaquin Health District
1601 E. Hazelton Ave.
Stockton, CA 95205
Re: Underground Tanks at 30350 S. Tracy Blvd.
Dear Mr. Snavely:
As per your visit on July 7, 1989 at our Tracy Aggregate Plant
I have enclosed the following requested information: 1. Copy
of the underground waste oil tank test. 2 . Meter receipt on
calibrations for tanks #1 , #2 , #3 , and #5. 3. Material Safety
Data Sheet for the SC-250 Liquid Asphalt. The quarterly
statement for the tank inventory reconciliation records will
be sent to you by our plant superintendent.
You stated in your inspection report that no letter had been
received from our tank tester indicating that less than one
gallon of product was lost during the precision test on 2-17-
89. The submittal of the retest from 3-24-89 was our proof
that the tank was tight and that no product was lost during
the first test.
Tank testing is not an exact science, many variables will
effect tank test results. During the test on 2-17 many trucks
loaded with tons of aggregate were driving near the tank being
tested, making it difficult to obtain good test data. The
test results indicated the tank to be tight at -0.047, below
the States 0.05 allowable leakage rate. However, the tank
was retested, at your departments request, due to the required
rounding up to two places to the right of the decimal point.
No repairs were made on the tank before the second test on
3-24. New test results indicated the tank to be tight at
-0.017. So as you can see, no one tank test will always give
the same results. Therefore it is safe to assume that no
product was lost during the 2-17-89 tank test.
