All monitoring equipment shall be maintained to activate an audible and
visual alarm or stop the flow of product at the dispenser when it detects a leak. Correct immediately by having a
properly licensed, trained, and certified contractor replace the failed component with a functional component (LG
113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the failed component can't
be replaced immediately, there is a possibility that the impacted LIST system may be red tagged to prevent fuel
inputs. Submit proof of correction to the EHD.
This is a Class 11 violation.
316
HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003).
Water was found in following sumps: the diesel STP sump, vent sump (no gasket was available on the sump's lid),
87 -octane STP sump, UDC 1/2 (approximately 0.5-1 inches), and UDC 5/6. Secondary containment shall be
constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff.
Immediately remove all liquid, contact a properly licensed, trained, and certified contractor to address the water
intrusion into above sumps permit and inspection of the EHD. Submit proof of correction to the EHD.
This is a Class 11 violation.
318
CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi.
The diesel line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting
a 3 -gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or
replace the failed leak detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the
EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the diesel LIST system may
be red tagged to prevent fuel inputs.
This is a Class 11 violation.
320
CCR 2635(b)(2) Overfill prevention system not present or failed to meet overfill requirements.
The ATG used as the overfill prevention system was not functional during testing. The ATG reset was activated and
ATG retested during the inspection with passing results. This was corrected on site.
This is a Class 11 violation.
Overall Inspection Comments:
An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the
complete report which replaces the initial checklist.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, within 30 days of receiving the complete inspection report.
NOTE: If the diesel spill container fails during operation or maintenance, they shall be replaced with a spill
FA0006439 PRO231070 SCO01 01/23/2017
EHD 23-01 Rev. 09/22/16 Page 5 of 6 Underground Storage Tank Program OIR
