At that time, the 1 -hour air pressure test on the primary piping per <br />the specifications in the project -approved plans was witnessed by your office. A soap test of <br />the joints was performed and no leaks were detected. Although the contractor performed the <br />test per the project -approved plans, the County Health Department has not issued its approval <br />of the test and allowed the contractor to continue the installation of the secondary containment <br />piping. <br />On 1/22/99, I visited the site at the request of Earl Gilford to view the primary piping <br />installation. At that time, the air pressure was increased in the individual piping systems to at <br />least 75 psi and a soap test of all joints and fittings was performed and witnessed by myself. <br />The air pressure was left on the system over the weekend and on the morning of 1/25/99 I <br />again viewed the pressure gauges, and all pipe systems passed the test per the approved plans. <br />After discussions with the Motor Pool Division that morning, you stated that the contractor <br />needed to perform the cyclic pressure test per A.O. Smith's installation recommendations to <br />obtain County Health approval. As this is not what was required at time of plan approval, and <br />is not the normal test procedure for this type of installation, the Public Works Department feels <br />this is extraordinary and unnecessary.
