March Lane, <br />Stockton, CA <br />On July 27, 1995, I witnessed the piping removal and soil <br />sampling in the piping trench at Unocal Station #5886, 2701 W. <br />March Lane, Stockton, CA. During the removal, Mr. Clyde Chatman <br />of Advanced Environment Construction informed me that he had <br />found what appeared to be freshly dumped oil near the south <br />dispenser island. During sampling in the south dispenser <br />location, the excavator dug approximately 61 deep, I observed <br />what appeared to be soil contamination throughout the excavation. <br />I informed Mr. Eric Holm of Delta Environmental Consultants to <br />stop the digging; further excavation was ceased. Mr. Holm <br />explained that the excavator attempted to remove the footing. I <br />informed Mr. Holm that, to dig any deeper, he needed to obtain an <br />overexcavation permit from the Site Mitigation Unit of <br />Environmental Health Division. A sample was then taken from the <br />wall of this excavation at 41. During sampling, I noted soil <br />discoloration and odor in the excavation near the south dispenser <br />and in samples collected around the north dispensers. I informed <br />Mr. Edward Ralston of Unocal that he needed to submit the letter <br />of intent and UAR (unauthorized release report) to PHS-EHD. The <br />letter of intent must be submitted prior to new installation, and <br />the UAR must be submitted within 5 days. I also informed Mr. <br />Ralston that if he would like to dig deeper he needed to contact <br />(PHS-EHD) site mitigation unit for an overexcavation permit. <br />On August 1, 1995, Mr. Holm called to update me on the status of <br />the soil analytical results. Mr. Holm informed me that the north <br />and south dispenser areas (areas that had obvious contamination) <br />were overexcavated, and samples were taken at 9' and 9�1 <br />respectively; water was present at those depths. (These <br />activities were done without the PHS-EHD permit or oversight.) <br />Mr. Holm also informed me that Unocal wanted to find how deep the <br />contamination had gone.
