I <br />informed Mr. Bill Butcher, Project Coordinator, that PHS-EHD <br />permit was required for overexcavation or site investigation, and <br />I asked him for permission to look around and photograph the work <br />that had been performed. He said, It that's fine, go ahead 11. 1 <br />photographed the excavations that were filled with crushed rock <br />and soil pile being removed. I noticed the existing soil pile <br />had a hydrocarbon odor. <br />
