A small amount of diesel fuel was found in the#3/4 under dispenser containment sump and diesel turbine sump, indicating a leak in the primary containment system. Diesel fuel was observed to have leaked from the diesel fuel filter in dispenser#3/4. All primary containment for the UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD. This is a minor violation. 321 CCR 2636(c)(1)All releases in secondary piping do not flow to a collection sump. The test boot of the diesel product line in the diesel turbine sump was not pulled back, the test boot band clamps were firmly affixed, and the schrader valve was not facing downwards. Any potential release from the primary containment into the secondary containment in the diesel piping does not flow into a collection sump. All secondary containment systems shall be sloped so that all releases will flow to a collection sump located at the low point of the underground piping. Immediately contact a properly licensed, trained, and certified contractor to ensure that any releases in the diesel piping flows into the diesel sump. This is a Class II violation. 323 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. The 87 VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. This is a repeat violation, Class II. 325 CCR 2635(b)Spill container failed to contain a minimum capacity of five gallons. The 87 direct-bury spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. If the spill container can't be replaced immediately, there is a possibility that the 87 UST system may be red tagged to prevent fuel inputs. This is a repeat violation, Class II. Overall Inspection Comments: On site to conduct a routine inspection and witness the annual monitoring system certification testing. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 12-18-15.
