SAN JOAQUIN GENERAL HOSPITAL <br />EXTERNAL DISASTER PROCEDURES <br />I. PURPOSE OF DISASTER PLAN <br />It is essential that there be a plan whereby the Hospital can <br />expand its facilities to care for large numbers of casualties <br />which may result from natural or man-made disasters. This <br />could include floods, fires, explosions, transportation <br />accidents, war, or any extraordinary catastrophe in which <br />large numbers of people are injured and in need of medical <br />assistance. <br />-The overall authority and direction of the disaster plan rests <br />with the Disaster Coordinator and the Director, Health Care <br />Services, or his substitute, in cooperation with the Medical <br />Director. If no Administrative Officer is available, the <br />ranking Nursing Office person on duty will remain in charge <br />until relieved by an Administrative Officer. <br />III. INITIATION OF THE DISASTER PLAN <br />The first notification of a disaster could come from a number <br />of sources. It may be received from law enforcement offi- <br />cials, the general public, the Department of Defense, or from <br />casualties arriving at the Hospital. The most likely <br />notification of an external disaster will go directly to the <br />Emergency Department. If the incident might overwhelm the <br />immediate capabilities of the Emergency Department, the <br />Hospital Disaster Protocol will be implemented as follows: <br />-Call Hospital Operator on #99 and say: <br />"We have been notified of a multi -casualty <br />incident. Please notify the Administrator on Call, <br />the disaster Coordinator and the Nursing <br />Supervisor." <br />8:00 a.m. - 5:00 p.m. - Disaster Coordinator, Director, <br />Health Care Services (or designated <br />representative), Nursing Supervisor <br />on duty and the Emergency Department <br />Attending on duty. <br />5:00 p.m. - 8:00 a.m. - Disaster Coordinator, Senior Admin- <br />istrator on call, Nursing Supervisor <br />on duty and the Emergency Department <br />Attending.on duty. <br />4 <br />.yo, 3 <br />
