O. Box 2009
1601 East Hazelton Avenue
Stockton, CA 95205-6291
Attention: Ms.Tish Reesh
Subject: Changes in Underground Storage Tank Monitoring Program
Quik Stoparkets, Inc.
#76 - 1030 South Olive Avenue, Stockton: Project No.4097-76F
#120 - 9321 North Thornton Road, Stockton: Project No. 4097.120F
Dear Ms. Reesh:
Mr. Mark Reedy of our company recently contacted you concerning the changing of the
underground storage tank monitoring program for two Quik Stop sites referenced above,
in San Joaquin County.
Because of the frequency of "false alarms" and high cost of maintenance associated with
the vadose zone monitoring systems in place at these stores, Quik Stop would like to
switch to the monitoring program described at 23 CCR 2641(c)(5): daily inventory
reconciliation, annual tank testing, and pipeline leak detection. With regard to pipeline
leak detection, both Quik Stop stores have "red jackets" on the pipelines.
Pursuant to my conversation with Ms. Eleanor Ratliff, the vadoze zone wells do not have
be destroyed because they are in backfill, rather than native soil. Secure watertight
caps will be kept on these wells.
We are requesting that the tank permits currently on file in your office, be modified as
described for these two locations. Thank you very much for your assistance.
Yours truly,
Randall L. Stone
Program Manager
RLS:jcd
cc: Jack Griffith, Quik Stop Markets, Inc.
Mark Reedy, Exceltech, Inc.
