All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow <br /> of product at the dispenser when it detects a leak. The service technician adjusted the chain by clearing debris and <br /> verified functionality. <br /> This is a repeat violation, Class ll. <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> There was approximately a quarter cup of liquid found in the 1/2 under dispenser containment(UDC) unit, <br /> indicating a leak in the primary piping. According to the designated operator(DO)monthly inspection reports,the <br /> piping has been leaking since it was discovered by the DO during the April 2017 inspection report. All primary <br /> containment for the UST system must be tight. Immediately have a properly licensed,trained, and certified <br /> contractor repair or replace the failed component under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the 91 grade submersible turbine pump(STP)sump,the 91 grade fill sump and the 87 <br /> grade fill sump. If water could enter into the secondary containment by precipitation or infiltration, it must be <br /> removed and disposed of properly. The service technician removed approximatively a half gallon of liquid from the <br /> 91 grade STP sump, 3 gallons of liquid from the 91 grade fill sump, and 35 gallons of liquid from the 87 grade fill <br /> sump. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This is a repeat violation, Class ll. <br /> 318 CCR 2636(f)(2)Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The 87 grade VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br /> passed. <br /> This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 5, 2017 . <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
