r4t* <br />, rnf�sr <br />OLIFORNIA ARMY NATIONAL <br />ARMY AVIATION SUPPORT FAC!LITY <br />2000 STIMSON ROAD <br />STOCKTON, CALIFORNIA 95206 <br />AASF-SCK 17 January 1989 <br />MEMORANDUM FOR: LTC Hodgson, Area Coordinator, 2814 "B" Street, Sacramentq',,%`` <br />CA 95816 <br />SUBJECT: Inconsistency of Underground Fuel Tank Reconciliation <br />1® Request Facilities Engineering determine the cause of the non -allowable <br />variations in our fuel inventory reconciliation. <br />2. This facility has been complying with the daily fuel inventory reconciliation <br />proceduress as stated in the 1 Sep 88 memorandum from Facilities Engineering. <br />This procedure is basically a comparison between metered fuel usage and <br />fuel tank dipstick readings. We have consistently had variations in excess <br />of allowable tolerances. We have reported these variations to the environmental <br />planner IAW the 1 Sep 88 memorandum on several occasions. The following <br />information is provided as background history of the problems: <br />a. Precision tank tests indicate no leakage. <br />b. Tank dipstick readings taken before and after weekends with no <br />fuel usage are the same, indicating no leakage. <br />C. Contractors have repaired the fuel delivery meter and consider <br />it to be accurate. <br />d. Placing a level across the fuel tank access plates seems to indicate <br />that the tanks are not level. <br />3. This facility is required by the local Health District to use the dipstick/meter <br />reading (method #5) procedure for monitoring our underground fuel tanks <br />for leakage. We are also required to provide them with a Quarterly Reconciliation <br />Report (See Enclosure). Request copies of the precision fuel tank test <br />and the dispenser meter calibration certificate for this facility and the <br />San Joaquin County Health Department. <br />4.
