rd
PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY 4 ' sa
ENVIRONMENTAL HEALTH DMSION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
December 23, 1997
Alliance Environmental Services
3060 Thorntree Drive Ste #60
Chico, CA., 95973
RE: Underground Storage Tank Removal Application, 2000 Stimson Rd
Stockton, CA.
I have reviewed the above referenced application and have noted the following
items that will require your attention prior to completing my review and approving
the plan.
1. The contractor performing the removal cannot sample. Please identify
a third party sampling firm.
2. Crushing the fiberglass tanks onsite at the time of the removal will
require written approval and/or a permit issued by the California State
Fire Marshall before this activity can occur. An alternative for crushing
the tanks would be to transport the "whole" tanks to an approved
receiving facility.
3. Any soil proposed to be transported offsite must be hauled as
"Hazardous" or self -certified under provisions within Title 22, section
66262.11, California Code of Regulations. Sampling procedures will
need to be evaluated by PHS-EHD.
4. A concrete slab is thought to be under the two UGTs. If this is verified
at the removal, soil samples are required from beneath the slab.
Soil from under the ends and the center of each removed tank is to
have a soil sample collected from no more than four (4') feet below the
bottom of the slab ( totaling six samples through the concrete slab).
Procedures for boring through the slab are to be submitted for
approval.
5. All soil samples are to be analyzed for TPH as Kerosene -Jet Fuel
(Method 8015m) and for BTEX (Method 8020). Detection limits for
TPH are to be 50 mg/kg and 0.005 mg/kg for BTEX.
A Division of San Joaquin County Health Care Services (C (a r U
