GUIDANCE DOCUMENT <br /> FOR POLICIES AND PROCEDURES <br /> PERTAINING TO <br /> ILLICIT CONNECTIONS AND ILLEGAL DISCHARGES <br /> TO STORM WATER SYSTEMS <br /> BACKGROUND <br /> An illicit connection is a connection to the storm water system which discharges flows that are not <br /> composed entirely of storm water, or which are not authorized by the Stone Water NPDES permit <br /> issued by the Regional Water Quality Control Board. The NPDES permit allows a limited number of <br /> non-stormwater discharges to be made. These consist of essentially unpolluted waters of the following <br /> types: <br /> 1. Water line flushing <br /> 2. Landscape irrigation <br /> 3. Diverted stream flows ` <br /> 4. Rising ground waters <br /> 5. Uncontaminated ground water infiltration <br /> 6. Uncontaminated pumped ground water <br /> 7. Discharges from potable water sources <br /> 8. Foundation drains <br /> 9. Air conditioning condensation <br /> 10. Irrigation water <br /> 11. Springs <br /> 12. Water from crawl space pumps <br /> 13. Footing drains <br /> 14. Lawn watering <br /> 15. Individual residential car washing <br /> 16. Flows from riparian habitats and wetlands <br /> 17. Dechlorinated swimming pool discharges <br /> 18. Flows from fire fighting activities <br /> Any discharge of water of non-storm water origin, except as listed above, is an illegal discharge. Illegal <br /> discharges can occur in several ways, including: <br /> 9 Discharges from an illicit connection <br /> 9 Direct dumping of polluted water into the storm water system, such as dumping into a catch basin or <br /> storm water inlet <br /> 9 Discharges of polluted water into a creek or into a street gutter which flows into the storm water <br /> system or into a receiving water <br /> Typical types of illegal discharges from industrial and/or commercial activities include the following: <br /> 1. Water from the cleaning of gas stations,vehicle service garages, or other types of vehicle service <br /> facilities. <br /> 2. Water, cleansers,or solvents from the cleaning of vehicles, machinery or equipment, and other <br /> such commercial and industrial operations. <br /> E-15 <br />
