All line leak detectors <br /> shall be capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, <br /> retested it, and it passed. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635(b) No spill bucket,failed to contain five gallons,or failed to provide a means to keep it empty. <br /> The 87 product direct-bury spill container failed when tested. All spill containers shall have a minimum capacity of <br /> five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue <br /> deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed,trained, and <br /> certified contractor under permit and inspection of the EHD.The levels of fuel on the 87 product tank are 6,631 <br /> gallons. If the spill container can't be replaced immediately,there is a possibility that the 87 UST system may be red <br /> tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> This billable monitoring certification is a condition of the permanent injunction filed March 3, 2017, and was due <br /> by May 2017. <br /> This monitoring certification DOES not replace the annual routine inspection and monitoring certification last <br /> performed December 2017, due by December 2018. <br /> During this inspection aside from the certifications from the service technician conducting the testing, no other <br /> documents were reviewed. Inspector only witnessed the functionality of the monitoring system. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 27th, 2018. <br /> Documents provided: Return to compliance certificate <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
