This Hazardous Materials Business 'Plan (HTvIBP) is designed to satisfy the requirements of <br />Section 6.95 of the State Health and Safety Code (codified sections of AB 2185 and AB 2187 and <br />SARA Title III Federal Law). The plan is also intended for employee guidance in minimizing <br />potential and actual hazards which could affect our employees, the public, or the environment <br />during fire, explosion, or any unplanned sudden or non -sudden release of hazardous materials to <br />the air, soil, surface, or ground water. The plan is also designed to set procedures for reporting <br />releases or threatened releases of hazardous materials which may pose a potential hazard to our <br />employees, the public, or the environment. <br />In the event a substantial change is made in the normal business operation, the local regulatory <br />agency will be notified within 30 days of that change. The Hazardous Materials Inventory form <br />will be resubmitted on an annual basis. A complete IiMl3P will be resubmitted every two years. <br />DESCRIPTION OF OPERATION <br />The operation of NELLA OIL COMPANY CAR.DLOCK 9 427 located at 3300 WATERLOO <br />ROAD STOCKTON, CA. 95205 is primarily established to serve the general public through <br />retail and cardlock sale of petroleum products, miscellaneous consumer packaged products and <br />various food items. <br />The petroleum products (i.e, gasoline, diesel) are stored in underground tanks which conform <br />with local, state and federal laws or regulations. Underground piping and dispensing equipment is <br />also installed and maintained in conformance with local, state and federal laws or regulations. <br />Control of inventory is maintained through the use of an inventory reconciliation program which <br />allows the facility manager to accurately control the inventory. Product reorders ar; based on the <br />reconciled inventory and maximum tank capacity. <br />Delivery of the product is achieved within the conformity of local, state and federal laws or <br />regulations. Prior to unloading product, delivery drivers are required to gauge the tankage and <br />record this information on the delivery ticket. Upon completion of unloading, the tank is again <br />gauged and the information recorded. <br />REPORTING, NOTIFICATION AND SCENE MANAGEMENT <br />In the event of a hazardous materials release or potential release, it is the employee's <br />responsibility to insure the safety of other employees and the general public. The employee will <br />first notify, over the public address system or by voice, all other employees and the general public <br />of the emergency. The employee will then notify emergency response personnel by dialing 9-1-1. <br />It is the employee's responsibility to secure the immediate area to prevent any unnecessary <br />exposure of the public or employees. When the immediate area has been secured, the employee <br />will notify the facility manager, or if necessary, the zone manager. The facility manager or zone <br />manager will notify other administrative agencies, as necessary, of the release. <br />
