The Bravo box float and chains in the following UDSs failed to stop the flow of product at the <br />dispenser when tested: UDC 1/2 (87 and 91 -octane), UDC 3/4 (diesel and 91 -octane ), UDC 5/6 (87 and <br />91 -octane), UDC 7/8 (diesel). All monitoring equipment shall be maintained to activate an audible and <br />visual alarm or stop the flow of product at the dispenser when it detects a leak. With exception of UDC <br />1/2 (91 -octane), the service technician adjusted the chains and verified functionality. <br />310. Less than 1 cup of liquid was observed in the diesel STP sump and less than 0.5 cup was observed <br />in the UDC 3/4. If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. The technician onsite removed the liquid from the diesel <br />STP sump (via absorbent pads) and extracted the liquid from the UDC; the pads and the extracted liquid <br />were retained for reuse by the technician. Ensure that the diesel sump and the UDC are maintained free <br />of liquid. CORRECTED. <br />311. The 87 -octane line leak detector failed to detect a leak when tested. The diesel line leak detector <br />could not be tested at the time of inspection; according to the technician onsite the turbine had <br />malfunctioned during the monitoring system certification due to the insufficient fuel level inside the tank. <br />All line leak detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. The service <br />technician adjusted the 87 -octane leak detector, retested it, and it passed. Immediately have a properly <br />licensed, trained, and certified contractor repair or replace the failed component(s) (LG 113-x listed, if <br />applicable) and obtain a permit within one business day from the EHD. If the failed component(s) can't <br />be replaced immediately, there is a possibility that the diesel UST system may be red tagged to prevent <br />fuel inputs. <br />119 & 317. The diesel UST system was found to be illegally abandoned. According to Mr. Billa Dhillon, <br />the diesel UST has not been in operation for approximately 6 months. No person shall abandon an UST <br />system without complying with the requirements of HSC 25298. Mr. Billa Dhillon also stated that he has <br />plans to use this tank in the future. Immediately put the UST system back in service or obtain a permit <br />from the EHD to temporarily close this UST system. A "Failure to Obtain a Permit" penalty applies. <br />MINOR -Notice to Comply: <br />105. UST Facility Operating Permit Application and UST Tank Information are not current or uploaded in <br />CERS.
