The 91 STP sump sensor <br />failed to activate an audible and visual alarm when tested to ensure continuous monitoring of the tank system. When <br />removed from the sump for testing, the sensor split open and fell apart. The float could not be located. All monitoring <br />equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when <br />it detects a leak. The technician replaced the float and put the sensor back together. The sensor was retested during <br />the inspection. This is a Class II violation. <br />310 Sensor in a piping sump failed to activate an audible and visual alarm or stop the flow product. The 91 STP sump <br />sensor failed to activate an audible and visual alarm when tested to ensure continuous monitoring of the tank system. <br />When removed from the sump for testing, the sensor split open and fell apart. This is a Class II violation. <br />319 Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). Liquid was observed <br />in UDC 1/2. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and <br />disposed of properly. The service technician removed the liquid from the UDC at the time of inspection. Ensure that all <br />sumps and annular spaces are maintained free of liquid. This is a Class II violation. <br />323 Leak detector failed to detect a 3.0 gph leak at 10 psi. The 89 and 91 VMI line leak detectors failed to detect a leak <br />when tested. All line leak detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. The service <br />technician adjusted the leak detectors, retested them, and they passed. This is a Class II violation. <br />326 Overfill prevention system was overridden or failed to meet overfill requirements. The used oil tank does not have <br />overfill prevention. The local agency may waive the requirement for overfill prevention equipment where the tank inlet <br />exists in an observable area, the spill container is adequate to collect any overfill, and the tank system is filled by <br />transfers of no more than 25 gallons at one time. The tank form for the used oil tank is marked that the tank is exempt <br />from overfill protection. The monitoring plan for the used oil tank notes the applicable code section for overfill <br />exemption. However, no site specific information is noted explaining why this facility is exempt, for approval by the <br />EHD. Immediately update the comments in either the used oil tank form or the used oil monitoring plan in CERS to <br />include the reason this tank is believed to be exempt from overfill requirements, including specific information regarding <br />this tank, and submit the information for review by the EHD. This is a Class II violation. <br />2010 Unlisted Administration/Documentation violation. CCR 2712(1) A copy of the UST operating permit was not found on <br />site. A copy of the UST operating permit and all attachments and conditions shall be retained at the facility. <br />Immediately obtain a copy of the permit and retain it on site. This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by October 29, 2014. <br />*REVISED inspection report on October 1, 2014.
