1985-93 R.S.Eagan & Co. was formed. Continued working in the service station industry <br />concentrating on public, private and utility company works. The regulators continued <br />making changes to the requirements to improve air and water quality. All those that owned <br />motor fuel systems were required to upgrade their systems to comply with the new <br />regulations. Many of the smaller fleet operators were faced with such high costs of <br />compliance made the decision to remove their systems and use the "card locks" that were <br />beginning to appear. All of these forces continued to challenge those in the business to stay <br />abreast of the new requirements. Again studied the construction law course offered a third <br />time by Mr. Robert C.
