f • •
G Lawrence Livermore National Laboratory
Li
May 18, 1989
Ms. Laurie Cotulla M AY 2 5 1989
Environmental Health
San Joaquin Local Health District
Post Office Box 2009 I''Jlif/ f.'JIB
Stockton, Ca. 95201
SUBJECT: Inventory Reconciliation Report, 3rd Quarter,
4th Quarter, 1988 and 1st Quarter, 1989
Dear Ms. Cotulla:
In-use underground storage tanks constructed before January 1, 1984, are
subject to the leak monitoring alternatives defined by California
Administrative Code Title 23, Chapter 3, Subchapter 16 Underground Tank
Regulations, Article 4, Section 2641. Underground storage tanks monitored
according to alternatives that include fuel quantity measurements are to
report the results of these measurements quarterly. This letter is the
quarterly inventory reconciliation report for the 3rd and 4th quarters of
1988 and the lst quarter of 1989 filed for the Lawrence Livermore National
Laboratory Site 300 facility. It covers the period from July through
December, 1988 and January through March, 1989. Since a revamped inventory
reconciliation program was started in January, 1989, these quarterly reports
will now be sent on a timely manner at the end of every quarter.
Underground storage tanks subject to inventory control reporting at the Site
300 facility are used as fuel supplies for standby emergency generators and
for motor vehicles.
Emergency generator fuel supplies are registered with the State Water
Resources Control Board as systems 805-41D (805-DlUl) , 827-12D (827-D2U1) ,
834-11D (834-DlUl) , and 836-41D (836-DlUl) . Lawrence Livermore National
Laboratory now identifies these tank systems as 805-D1U1, 827-D2U1, 834-D1U1,
and 836-D1U1, respectively. These systems are monitored according to
monitoring alternative no. 7: weekly tank gauging and annual tank testing.
Reconciliation of weekly tank gauging shows quantity variations to be within
allowable variations for the third and fourth quarters of 1988 and the first
quarter of 1989.
Motor vehicle fuel supplies are registered as systems 879-ClU1 and 879-G2U1.
Both of these systems are monitored by the requirements of monitoring
alternative no. 5: daily inventory reconciliation, annual tank testing, and
continuous operation of pipeline leak detectors. Both systems were equipped
with pipeline leak detectors in February, 1989.
An Equal Opportunity Employer•Universityof California•P.O.Box 808 Livermore,California 94550•Telephone(415)422-1100•Twx 910-386-8339 UCLLL LVMR
