The information to this monitoring program are conditions. of the <br />I <br />perating permit. Lawrence Livermore National Laboratory (LLNL) Experimental Test Site 300.(Site 300) must notify the San Joaquin. <br />County Environmental Health Department, (209) 468.3420, within 30 days of any changes to the monitoring procedures, unless required to <br />obtain the approval bcfQM making the change. Required by CCR 2632 (d) and 2641 (h): <br />FACILITY NAME. LLNL Site 300 882-DJU _ __RATE: Q_ . <br />FACILITY ADDRESS CgMl Hollow Road south of Tracy, California <br />1:. Name(s) and Title(s) of the people responsible for performing the monitoring and/or maintenance. <br />A current contact list is posted at 882-DIU1 with this Monitoring Program (see attached). ' <br />2. Describe the frequency of performing the monitoring for: <br />TANKS - Continuous electronic interstitial monitoring PIPING - Continuous electronic monitoring of the <br />underground piping at the piping sump. Monthly <br />visual inspection of the aboveground portion. of the <br />piping, <br />3. Describe the location(s) of. where the monitoring will be performed i.e., location of sensors. <br />See attached facility and UST plot plans. <br />4. How will the alarm history and subsequent maintenance be recorded? <br />Inspections, maintenance activities (includes annual maintenance and certification); alarms, and response are <br />documented in the 882-DIU1 Logbook located at the monitoring system control panel. In the event of a release, the <br />information required in 23 CCR 2651 will be entered in the logbook when applicable. <br />7. Maintenance of the monitoring equipment must be performed at least once every 12 months. Describe the <br />preventive maintenance schedule and recording for the monitoring equipment..: What month will.annual <br />monitoring certification be performed in., <br />Annual maintenance and certificationoccurs in October. During the annual maintenance and certification, the tank <br />interstitial space sensor, and the piping sump sensor are removed, inspected for evidence of damage or deterioration, and . <br />tested to verify that they operate and trigger an alarm. Monitoring equipment is maintained as needed, and is annually <br />certified by a qualified vender to be in proper operating condition according to manufacturer's specifications. LLNL <br />Industrial Electronics personnel may also perform additional inspection and testing. Documentation is recorded in the. <br />logbook (see item #6) and on the Monitoring System Certification form submitted to the County. <br />Note- For new installations the secondary containment must be tested 6 months after installation., AU secondary containment systems <br />must be tested once every 36 months with initial testing performed before January 1, 2003 <br />.8. Describe the training necessary for operation of the UST system, including piping and monitoring equipment. <br />Tank Operators receive on job training for tank system operation and inspection; they are trained by vendors and/or <br />LLNL personnel to respond to monitoring system alarm conditions and fuel spills. Tank Operators and then designees <br />will review this document when any substantivechanges are ;made.
