The information.on this monitoring program are conditions of the <br />operating permit. LLNL must notify, the San Joaquin County Environmental Health Department, (209) 468-342'0, within 30 days of any . <br />changes to the monitoring procedures, unless required.to obtain the approval ¢afore making the change. If an unauthorized release occurs, how will the'hazardous. substance be cleaned up? <br />Note: If released hazardous substances reach the environment, Increase the fire or explosion hazard, are note <br />cleaned up from the secondary containment within 8 hours, or deteriorate the secondary containment, LLNL <br />must notify the San Joaquin County Environmental Health Department within 24 hours. <br />CALL 911 if assistance is needed to stop flow or mitigate a fire or explosion hazard. ALSO, a release to the <br />environment (pavement, soil, air, water) requires immediate attention by the Environmental Protection Department <br />(EPD)to prevent migration; to start cleanup, and to notify, others. EPD will confer with the operator to determine a <br />course of action. Basic actions: Released fuel will be pumped into containers and/or absorbed into absorbent. <br />Contaminated soil and gravel will be removed. <br />2. ' Describe the proposed methods and equipment to be used for removing and properly ng of any hazardous <br />substances. <br />Method:. Absorb or pump out diesel as appropriate. Remove any contaminated soil. Waste materials will be managed <br />in accordance with regulatory requirements through Radioactive and Hazardous Waste Management. (RHWM). <br />Equipment: Absorbent, brooms, non-sparking shovels, electric drum pumps and other portable pumps,. a mobile spill`_ <br />kit, polyethylene bags; 55-gallon drums, vacuum tankers, portable tanks, barricade equipment, personal protective <br />equipment, eyewash, ABC fire extinguishers, pickup trucks, a spill response trailer, dump:truck, back hoe, and plastic <br />sheeting.. <br />3. Describe the location and availability of the required cleanup equipment iri item 2 above. ' <br />An ABC fire extinguisher is located near the tank site (see attached plot plan). Absorbent, brooms, and shovels are <br />maintained on the RHWM pickup truck, that normally resides in the vicinity of Building 874 and Building 879. Portable. <br />pumps, spill kit, and portable tanks are available from the RHWM Representative and are located in the Building 883 . <br />storage area. Empty drums are stored in the yard east of Building 883.. The vacuum tanker is maintained across the road, <br />from Building 819. The dump truck, back hoe, and plastic sheeting ate available from Plant Engineering and are located <br />in the General Services Area. <br />4. Describe the maintenance schedule for the cleanup equipment. <br />Trash pumps, electric pumps, and vacuum tankers are surveyed monthly for working condition.. The back hoe is checked.. . <br />by. the operator prior to each use and repaired as needed. Scheduled maintenance occurs every 8, 50, 100, 200, 500, and <br />1000 hours of service. The dump truck is serviced every 7500 miles or 6 months. Drums, equipment, and materials <br />maintained on the. pickup truck and in the mobile spill kit, are replenished as they are used. <br />5.
