The designated operator shall train facility employees for which he or she is responsible in the <br /> proper operation and maintenance of the UST system once every 12 months. The training shall include, but is not <br /> limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s) for emergencies and monitoring equipment alarms <br /> Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of <br /> the training records to the EHD. <br /> This is a repeat violation, Class II. <br /> 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Approximately one-quarter cup of liquid was observed in the piping transition sump and vapor pot transition sump <br /> and was removed by the service technicians during the inspection. Approximately 25 gallons of liquid were observed <br /> in the three fill sumps and the liquid has not been removed. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a <br /> hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that <br /> the three fill sumps and two transition sumps maintain free of liquid. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> The 87-syphon and 87-master spill containers failed the one-hour hydrostatic tests. The service technician changed <br /> the fill cap in the 87-syphon spill container and changed the drain valve and fill cap on the 87-master spill container <br /> and both spill containers passed the one-hour hydrostatic tests. USTs shall be equipped with a spill container that <br /> has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary <br /> container or provide a means to keep the container empty. <br /> This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by June 24, 2017. <br /> Note: When it fails, spill container for 91-product shall be replaced with a spill container that has a minimum <br /> capacity of five gallons, is protected from galvanic corrosion, and has either a drain valve which allows drainage <br /> of the collected spill into the primary container or provides a means to keep the spill container empty pursuant to <br /> CCR, Title 22, section 2635(b)(1). <br /> FA0001877 PR0232224 SCO01 05/25/2017 <br /> EHD 23-01 Rev.09/22/16 Page 6 of 6 Underground Storage Tank Program OIR <br />
