The designated operator failed to list the "Hire Date"for Sally Moreno and there is no record of recent training for Wes Parkinson. The designated operator shall train facility employees for which he or she is responsible in the proper operation and maintenance of the UST system once every 12 months. The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s) for emergencies and monitoring equipment alarms Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD. This is a repeat violation, Class II. 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). Approximately one-quarter cup of liquid was observed in the piping transition sump and vapor pot transition sump and was removed by the service technicians during the inspection. Approximately 25 gallons of liquid were observed in the three fill sumps and the liquid has not been removed. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the three fill sumps and two transition sumps maintain free of liquid. This is a repeat violation, Class II. 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. The 87-syphon and 87-master spill containers failed the one-hour hydrostatic tests. The service technician changed the fill cap in the 87-syphon spill container and changed the drain valve and fill cap on the 87-master spill container and both spill containers passed the one-hour hydrostatic tests. USTs shall be equipped with a spill container that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary container or provide a means to keep the container empty. This was corrected on site. This is a minor violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by June 24, 2017. Note: When it fails, spill container for 91-product shall be replaced with a spill container that has a minimum capacity of five gallons, is protected from galvanic corrosion, and has either a drain valve which allows drainage of the collected spill into the primary container or provides a means to keep the spill container empty pursuant to CCR, Title 22, section 2635(b)(1).
