USTs which are only connected to an emergency
generator get the emergency generator system exemptions.
2. The following is required to connect a steam boiler to the existing UST:
a. The below—grade pipe between the day tank and generator engine needs secondary containment and
monitoring. Usually this requirement is satisfied with double-walled pipe which drains to a sump with an electronic
liquid sensor connected to the UST monitoring panel. The secondary containment needs to be tested triennially.
Another option is to reroute the pipe above grade.
b. The above-grade pipe needs a periodic line test which passes a leak threshold of 0.1 gallon/hour.
Pressurized pipe needs an annual test. Gravity pipe needs a biennial test. Suction pipe needs a triennial test.
This test is done by a SWRCB Licensed Tank Tester who is also a ICC certified technician.
c. All above-grade pipe needs daily visual monitoring for leaks by Kaiser staff with the monitoring documented
in a log.
d. Installing the boiler and requirements listed in "a." must be done under an UST retrofit permit from the
Environmental Health Department. The retrofit contractor must be ICC certified as a service technician. To break
concrete, ICC certification as an UST installer/retrofitter is required.
Kasey-
We are working on putting together a defined scope of work to address the issues with the Stockton CUP.
There seems to be some variations that are making it difficult to develop a plan of action.
Please send me specific requirements to bring this facility into compliance.
Thanks for your assistance with this.
Jeff
Jeffrey Deane, PMP
Project Director-Modesto Medical Center
Capital Projects Team Manager CVA
CPFC Construction Manager CVA
209-735-5313
Cell-209-404-6412
3/16/2012
