I told him we are going to talk about it one more time then get back to him to tell him those
are the findings or we changed them to something else. Let's talk tomorrow.
kasey
From: Kasey Foley [EH]
Sent: Wednesday, February 01, 2012 5:13 PM
To: 'david.e.catanzarite@kp.org'
Subject: FW: Kaiser UST
1. Title 22 California Code of Regulations UST emergency generator system exemptions are not
allowed for USTs that are connected to both a generator and boiler piping. USTs which are only
connected to an emergency generator get the emergency generator system exemptions.
2. The following is required to connect a steam boiler to the existing UST:
a. The below—grade pipe between the day tank and generator engine needs secondary
containment and monitoring. Usually this requirement is satisfied with double-walled pipe
which drains to a sump with an electronic liquid sensor connected to the UST monitoring
panel. The secondary containment needs to be tested triennially. Another option is to
reroute the pipe above grade.
b. The above-grade pipe needs a periodic line test which passes a leak threshold of 0.1
gallon/hour. Pressurized pipe needs an annual test. Gravity pipe needs a biennial test.
Suction pipe needs a triennial test. This test is done by a SWRCB Licensed Tank
Tester.who is also a ICC certified technician.
c. All above-grade pipe needs daily visual monitoring for leaks by Kaiser staff with the
monitoring documented in a log.
d. Installing the boiler and requirements listed in "a." must be done under an UST retrofit
permit from the Environmental Health Department. The retrofit contractor must be ICC
certified as a service technician. To break concrete, ICC certification as an UST
installer/retrofitter is required.
Kasey Foley, REHS
Program Coordinator
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, CA 95202-3029
(209) 468-3451
kfoley@s'c ehd_.com
2/13/2012
