May 2013 re
Project No. 1301-0621 associates, "$:
assns. :
1.0 INTRODUCTION
1.1 PURPOSE AND OBJECTIVES
The purpose of this Technical Work Plan (TWP) is to present the field procedures and
protocols to be utilized during the course of soil assessment activities planned at the Kaiser
Permanente facility located at 7373 West Lane in Stockton, San Joaquin County, California.
The location of the Project Site is illustrated on Plate 1-Site Plan.
The objective of the soil assessment activities is to assess soil located beneath an
existing underground fuel piping run that supplies fuel oil to an emergency power generator.
The fuel piping is being replaced and the oversight agency (San Joaquin County Environmental
Health Department) requires soil beneath the pipeline corridor to be assessed for the presence
of petroleum hydrocarbons and volatile organic compounds associated with diesel fuel. The soil
assessment activities will identify if any significant releases of diesel fuel have occurred.
The following activities are designed to meet the project objectives:
1. Preparation of a Technical Work Plan (TWP)/Site-specific Health and Safety Plan
(HSP) prior to implementation of the soil assessment program;
2. Completion of a pre-assessment site visit to position and demarcate the
proposed drill hole locations prior to notifying Underground Service Alert (USA)
for clearance of potential underground utilities;
3. Advance seven angle drill holes (one drill per approximate 20 feet of piping)
using direct-push drilling technology to approximate vertical depths of 7 feet
(2 feet beneath piping), or the depth at which practical refusal is encountered,
whichever occurs first, to facilitate the collection of soil samples for chemical
analyses;
4. Chemical analyses of one soil sample per drill hole (7 soil samples) for the
presence of total petroleum hydrocarbons identified as diesel-fuel (TPHd) using
U.S. EPA method 8015 modified, and for the presence of benzene, toluene,
ethylbenzene, and total xylenes (BTEX) and methyl tert butyl-ether (MTBE) by
U.S. EPA method 8260B.
5. Preparation of an assessment report detailing the field methodologies utilized,
summarizing the chemical analytical results, and presenting Padre's conclusions
and/or recommendations pertaining to the Site.
13.0621 Kaiser Stockton TWP-HSP revised
