Project No. 1301-0621 9.®..LOGISTSa 13 2.0 SCOPE OF WORK 2.1 PREPARATION OF SITE HEALTH &SAFETY PLAN Padre has prepared a site-specific HSP for the subject soil assessment program, which is attached as Appendix A. The HSP includes procedures, equipment, and materials/supplies employed to protect worker and community health and safety during the course of the assessment activities. The HSP also includes provisions for daily tailgate safety meetings. The HSP portion of the document will detail all necessary procedures, monitoring equipment, and other methods that will be employed to protect worker and community health and safety throughout the course of the assessment program. The HSP will list the chemical compounds most likely to be encountered during the field operations, and will present established exposure levels that will not be exceeded. In addition, the HSP will contain a hospital location map. All on-site personnel will be required to familiarize themselves with and sign the HSP in an attempt to minimize the potential site hazards. 2.2 PERMITS Padre will submit the appropriate drill hole permit application, fee, and a copy of this workplan to the San Joaquin County Environmental Health Department (SJCEHD) and will coordinate with SJCEHD regarding abandonment of the drill holes a minimum of five days in advance. 2.3 CLEARANCE OF ASSESSMENT LOCATIONS FOR UTILITIES AND PIPELINES Padre will complete a pre-assessment site visit approximately 5- to 10-days prior to the scheduled start of field activities. During the course of the pre-assessment site visit, Padre will demarcate the surface location of each proposed drill hole location with a painted white symbol. Also, during this site visit, any significant site features (i.e. overhead power lines, sewer lines, trees, etc.) will be noted and discussed with Padre's project manager prior to the start of work. Immediately following the site visit, USA will be notified. As part of the notification, USA will be informed of the type of work planned, including the number of drill hole locations, and will be requested to identify all underground utilities in the vicinity of the Project Site that may be in conflict with the proposed drilling locations. Additionally, Padre will utilize a private utility locating company (Subtronic Corporation of Concord, Ca) in an attempt to locate the underground fuel lines and additional underground utilities in the area of the planned assessment. 2.4 DRILL HOLE ADVANCEMENT Padre proposes to advance seven angle drill holes (DH-1 through DH-7) along the pipeline corridor to approximate vertical depths of 7 feet below surface grade which will be a minimum of 2 feet beneath the existing piping. Based on the proposed depth, a significant release from the piping will be identified. The proposed drill hole locations are shown on Plate 2 13.0621 Kaiser Stockton TWP-HSP revised -2-
