CONTINUATION FORM Page: 2 of 5 <br /> FFICIAL INSPECTION REPORT Date: 4/8/08 <br /> Facility Address: 3940 N. Tracy Blvd, Tracy Program: UST <br /> Tracy Truck & Auto <br /> Routine Inspection and Monitoring Certification <br /> #5 Monitoring Program is current and approved by the local agency: CCR 2632(b) <br /> Monitoring Program on file with this office and onsite at the time of inspection is outdated. A <br /> new monitoring program was submitted to this office for review on March 13, 2008. This <br /> program has errors and needs to be corrected before it can be approved by this office. Make <br /> corrections, note overfill prevention mechanism in section X of the monitoring plan and submit <br /> to this office within 30 days of receipt of this inspection report. This is a repeat violation. <br /> Com <br /> #11 UST system monitoring equipment is properly located to detect a leak: CCR 2630 (d) <br /> At time of inspection the following sensors were not located at the point of being capable to <br /> detect a leak at the earliest possible opportunity. <br /> -91 annular sensor 2-3 inches off the bottom of the interstitial space <br /> -DW annular sensor 3-4 inches off the bottom of the interstitial space <br /> -DE annular sensor 2 inches off the bottom of the interstitial space <br /> All monitoring equipment shall be installed and maintained such that the equipment is capable <br /> of detecting a leak at the earliest possible opportunity. Immediately reposition sensors so they <br /> are capable of detecting a leak at the earliest possible opportunity and maintain them at that <br /> location. NOTE: Onsite service technician repositioned sensors to site at the bottom of the <br /> interstitial space, capable of detecting a leak at the earliest possible opportunity. <br /> #12 UST system monitoring equipment is operational: HSC 25291 (b) <br /> A) At time of inspection the following float and chain mechanisms in the UDC's were inoperable. <br /> UDC 7/8 Middle float broken <br /> UDC 11 Both floats did not work UDC 15 (E) float did not work <br /> UDC 12 Both floats did not work UDC 16 (W) float did not work <br /> UDC 13 Both floats did not work Gas dispenser at (N) end of Truck Stop, both <br /> UDC 14 Both floats did not work floats did not work <br /> B) At time of inspection it was discovered that dispensers had been changed approximately 6-9 <br /> months previously (Per CJ Jutla). Dispensers are larger than the UDC's, thus if there were a leak <br /> from the primary piping the UDC may not contain it. <br /> The UST system shall be designed and constructed with a monitoring system capable of <br /> detecting the entry of hazardous substance stored in the primary into the secondary <br /> containment. Immediately obtain permits from this office to repair/replace inoperable floats in <br /> the UDC's and for installation of the new dispensers. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($98). <br /> THIS FACILI SUBJECT TO REINSPECTION AT ANY TI AT END'S CURRENT HOURLY RATE. <br /> kj <br /> SAN JOAQUIN CO NTY ENVIRONMENTAL HEALTH DEPARTMENT-600 E MAIN STREET, STOCKTON, (209)468-3420 <br />
