13.0 EMERGENCY RESPONSE PLAN <br /> This section describes possible contingencies and emergency procedures <br /> to be implemented at the site. <br /> 13.1 PERSONNEL ROLES AND LINES OF AUTHORITY <br /> The FSO has primary responsibility of handling emergency situations. <br /> This includes taking appropriate measures to ensure the H&S of site <br /> personnel and the public. The FSO will be responsible for evacuating any <br /> person and providing decontamination, and arranging for medical <br /> treatment or first aid for any person injured or requiring medical <br /> attention. <br /> Possible actions may involve the evacuation of personnel from the site <br /> area and ensuring that corrective measures have been implemented, <br /> appropriate authorities notified, and follow-up reports completed. If the <br /> FSO is not available, the CM or other ERM field staff will assume the <br /> FSO's responsibilities. All site personnel will assist as directed by the FSO <br /> in case of an emergency. <br /> 13.2 EMERGENCY ALARMS <br /> The site does not have a built-in emergency alarm system. In the event of <br /> an emergency, cell phones and/or two-way radios will be used to notify <br /> site workers to evacuate the work area. <br /> 13.3 EVACUATION PROCEDURES AND ROUTES <br /> In the event of an emergency requiring evacuation to an assembly point, <br /> the FSO will be responsible to account for the presence of all project team <br /> members and subcontractors on site at the time of the emergency. Upon <br /> notification through the two-way radio system or cell phones, all site <br /> personnel,including visitors,must evacuate to the southeast corner of the <br /> property at the access road off of Washington Street. When evacuating, it <br /> is important to be aware of the prevailing wind direction and evacuate <br /> upwind or crosswind.
