(Refer to PHS/EHD files for Site Code No.1616). That letter asserts County
l oversight is warranted on an underground storage tank (UST), which was removed from
the VFO Site on November 12, 1991. We believe that the August 10, 1999 letter may
have in issued based on a mistaken understanding of data collected during the UST
removal. Our evaluation of the data supports Site.closure; consequently, we respectfully
request withdrawal of the August 10, 1999 PHS/EHD letter, and instead request Site
closure.
Briefly, the contemporaneous reports when the UST was removed did not identify any
indication of a release. In addition, the soil data collected from the excavation pit did not
indicate any constituents above the County's maximum allowable concentrations. The
UST closure is justified.
1
Background.Summary
A single wall, metal construction UST of 550-gallon capacity was originally installed for
storing gasoline by the Site's previous owner, Tenneco West. Dole Fresh Fruit Company
acquired the VFO facility from Tenneco West in late 1986. The UST was utilized by
VFO until November 1991, when the UST was removed from service.
Following this brief Summary is a chronology of the UST operations by VFO, and a
description of the regulatory issues that we request to be corrected by PHS/EHD.
530.758.8128 v/f
rccgroup@earthl ink net
