FILE Cori
PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
CIFORer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
APR 2 4 2000
CHARLES JACOBS
TERMINOUS MARKET
PO BOX 8820
STOCKTON CA 95208
RE: Charles Jacobs Site Code: 1905
13889 W Hwy 12
Lodi,CA 95240
San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has reviewed the
Preliminary Investigation & Evaluation Report dated April 17, 2000 prepared by Advanced
GeoEnvironmental, Inc. for the above referenced site. Soil and groundwater samples collected at this site
evidence petroleum contamination. Further site investigation is necessary to evaluate the groundwater
condition and the vertical and lateral definition of contamination at this site.
PHS/EHD agrees with the recommendations in the above referenced report. A work plan to further
investigate the groundwater at this site and determine the lateral and vertical extent of contamination should
be submitted to PHS/EHD by June 26, 2000.
A minimum of three Monitoring Wells(MWs) should be constructed at the site to evaluate the groundwater
conditions and to establish the groundwater gradient. MWs should be screened at an interval representative
of the affected groundwater. Groundwater samples should be analyzed quarterly for Total Petroleum
Hydrocarbons as gasoline by EPA Method 8015, Benzene, Toluene, Ethylbenzene and Xylene by EPA
Method 8020 and Oxygenates by EPA Method 8260.
Conduct a complete well survey of domestic, municipal, agricultural, industrial and any other wells within a
2,000400t radius of this site. Contact the Department of Water Resources, municipal water suppliers and
nearby industries for well information. Perform a physical search of the area to identify any wells. Show
the locations of all wells and submit any known construction details of the wells. Identify all sources of
information in the well survey report. On a trap clearly depict each well location with respect to the above
referenced site location. A survey should also be conducted to locate any other potential conduits.
PHS/EHD is aware that ditches of water are being used as water sources for parcels in this area. All ditches
should be identified as potential conduits and receptors. Also identify all septic systems on a map. Discuss
conclusions regarding public and environmental health risks as they relate to the identified wells (influence
of pumping),drinking water,conduits/receptors of the contaminant plume.
Contact Carol Oz, Senior REHS,if you have questions regarding this letter.
Donna Heran,REHS,Director
Environmental Health Division
Carol OH Margare agorio,REHS
LOP/Site Mitigation Unit IV Supervisor
cc: Marty Hartzell-CVRWQCB
Brian Millman-AGE
A Division of San Joaquin County Health Care Services
