1
ENVIRONMENTAL ASSESSMENT
at
M & M AutomotiN e
60 E 10th Street,
Tracy, California
1.0 INTRODUCTION
This report presents the results of environmental assessment work conducted at M & M
Automotive Shop located at 60 E 10th Street, Tracy, California (Figure 1) The work is in
response to a request from the San Joaquin County Public Health Services Environmental Health
Division (PHSIEHD) to delineate the extent of petroleum hydrocarbons in the soil and
groundwater and obtain groundwater flow information onsite
2.0 BACKGROUND
A 550-gallon and a 285-gallon underground storage tanks (UST's) containing gasoline and
associated pump and piping were removed from the site on November 12, 1991 (Tank Protect
Engineering, January 1992) Analyses of soil samples collected at approximately 9 feet below
ground surface at the bottom of each UST detected a maximum of 7,400 parts per million (ppm)
of total petroleum hydrocarbons as gasoline (TPHG) and 44 ppm benzene Approximately 8
cubic yards of soil was excavated The e%cavation %vas then backfilled and resurfaced with
asphalt In February 1992, PHSIEHD revie«ed the analytical results of the tank removal and
• requested that a site assessment be performed to delineate the extent of petroleum hydrocarbons
in the soil and groundwater (PHSIEHD, February 1992)
3.0 SCOPE OF WORK
The scope of work included preparing a Site-Specific Health and SafetN Plan and Workplan,
obtaining the appropriate permits, drilling and sampling up to eight soli boreholes, installing
monitoring wells in three of the boreholes (MW-1, MW-2, and MW-3), developing, sampling,
and surveying the monitoring wells, analyzing the soil and groundwater samples, and preparing
this report
3 1 Site-Specific Health and Safety Plan/Workplan/Permitting
Wright prepared a Site-Specific Health and Safety Plan as required by the Occupational Health
and Safety Administration (OSHA) Standard Hazardous Waste Operations and Emergency
Response guidelines (29 CFR 1910 120) The Site-Specific Health and Safety Plan was prepared
by Wright personnel, following a complete review of site conditions and any existing site-
specific health and safety concerns at the site %vith the project manager The document was
reviewed by all Wright personnel and subcontractors personnel and subcontractors performing
work
Wright prepared a workplan summarizing the proposed scope of work and submitted it to the
PHSIEHD, for approval (Wright, October 1994) All applicable permits pertaining to monitoring
cell installation were obtained from the PHSIEHD prior to starting fieldwork (Appendix A)
